Pennsylvania has been a leader in including window retrofits in its weatherization programs. A recent analysis of 37 homes across four PA cities (Scranton, Harrisburg, Pittsburgh, Philadelphia) using the National Energy Audit Tool (NEAT) weatherization software developed by Oak Ridge National Lab showed that low-e storm windows yielded a savings:investment ratio substantially higher than 1 in all cases. As a result, Pennsylvania now includes high performance windows as part of their priority list for weatherization.
