It's now an EERE standard that any new EERE Web project—whether a redesign or a new site—has to to go through the Project Review Team before it starts. It talks you through the entire "planning" stage (or "Phase I") of the Process and Approvals Web page, which explains how to contact the Project Review Team, and all the steps that'll take you through getting a charter done, a schedule made, and a requirements list together.
