Providing oversight to ensure Recovery Act dollars are well-spent

EERE’s project officers work with the constant challenge of balancing financial risks with opportunities to develop useful new technologies. One financial assistance recipient under the Biomass Program expressed interest in using Recovery Act funds to develop a process to produce aviation fuel using biobutanol, or similar material. During the detailed independent reviews of the proposed fuel production technology, it became clear to EERE project officers that additional investigation was needed. [More]

Monitoring Cost-Effective Weatherization Efforts

The Weatherization Assistance Program (WAP) is helping to make the homes of low-income families across the country more energy efficient. The program provides funding to states, which in turn, fund a network of local government and non-profit service providers. Over the past three decades, the program has provided these services to more than 6.4 million low-income households and families.

The cornerstone value of the program is cost-effectiveness. A small investment to upgrade homes can generate permanent energy savings of hundreds of dollars each month for families, reduce the nation’s dependence on fossil fuels, and lower ongoing costs to utilities and local governments providing assistance to low-income households. Monitoring EERE’s RDD&D Portfolio

As part of our commitment to transparency and good management, the Office of Energy Efficiency and Renewable Energy (EERE) is working hard to advance new performance monitoring plans and centralized systems that enable the efficient organization and reporting of financial assistance data from our grantees. The implementation of the American Recovery and Reinvestment Act meant more funding and more data to track, which provided an opportunity to test and further refine these new systems.

In August 2010, the Department approved the Research, Development, Demonstration, and Deployment (RDD&D) Monitoring plan and appendix, which were designed to ensure that the monitoring plans provided clear guidance to headquarters and field personnel responsible for the oversight of EERE’s RDD&D financial assistance portfolio. Monitoring DOE's Weatherization and Intergovernmental Programs

DOE is very serious about its responsibility for ensuring that funds are spent appropriately. DOE and its programs are working hard to assist Weatherization Assistance Program (WAP), State Energy Program (SEP), and Energy Efficiency and Conservation Block Grants (EECBG) grantees in resolving issues that arise as they invest their Recovery Act funding in clean energy projects that are saving energy, deploying renewable resources, creating jobs and strengthening the economy.
