Welcome! The State Energy and Energy Efficiency and Conservation Block Grant Programs are pleased you have joined us at our expanded Technical Assistance Program (TAP) Blog. We are very excited to launch this new platform to allow state, local, and tribal officials to share best practices and connect with TAP’s network of technical experts and SEP and EECBG programmatic staff. I'd like further explanation policies and the reasons behind them. This helps me understand what is expected in the reporting of my grant and what information the government would like to hear back. It would also help with applying for future grants.

Alicia, thanks very much for your comment. With regards to reporting, are there specific questions you have or clarifications we could provide? We understand that reporting requirements have been a concern for many grantees, and we would like to know what specific areas we can better address.

I would like Buy American waivers covered and if any are coming soon. Projects are on hold waiting on waiver approvals. In addition, BA applies to "all" manufactured goods in public buildings, so what is expected from states in regards to documentation that a $0.05 bolt was made in the USA? This is extremely time consuming due to installations requiring small items such as screws, nuts, wire, conduit, etc. Will there ever be a price limitation type of waiver issued?

I would like to see a discussion on how to contact the Feds for specific questions relating to Federal Reporting. There are errors on the Excel format and the FAQ's do not give enough explanation on vendor payments. I have searched for a mean to contact them but cannot find anything.

Karl - EERE is in the process of issuing a de minimis waiver that will cover up to 5% of the cost of iron, steel and manufactured goods used in a given Recovery Act project. We plan to have that waiver completed shortly."

Anyone implement an energy rebate program at a local level? Is is being managed by staff or was it contracted out competively? Any advice on how to best implement/manage such a program?
